This is why a suggestion to interview with the thought of replacing a poor producer or creating a position for an exceptional person can be used to tap the hidden job market. The hidden job market is those position openings that exist only in the minds of the clients – not yet in actual empty seats.  Be prepared with a list of high-gain questions that you can ask to ascertain if, in fact, there are no openings – and if there truly aren’t, what needs to happen for there to be.
